Today, Chairman Bob Goodlatte (R-VA) and the House Judiciary Committee will markup H.R. 3086, the Permanent Internet Tax Freedom Act (PITFA). The legislation would permanently extend the Internet Tax Freedom Act, which protects consumers from the increased costs in accessing and using the Internet and prevent multiple and discriminatory taxation of Internet sales. The current Internet Tax Freedom Act expires on November 1, 2014.
In an effort to keep PITFA moving through the legislative process, many groups have called on Congress to pass a “clean” version of the legislation. There have been some concerns that PITFA would be seen as a moving vehicle for other, more controversial, pieces of legislation, including the Marketplace Fairness Act. Groups like Americans for Tax Reform and the Institute for Policy Innovation, have both urged Congress to extend PITFA on its own merits and not combine it with the Marketplace Fairness Act.
