On Thursday, November 21st John Muller, eBay Inc.'s VP of Global Payments Policy, testified before the California Assembly Committee on Banking and Finance. The hearing on "The Technology of Consumer Financial Transactions" was called by Chairman Roger Dickinson to investigate various new payments technologies, mobile in particular, that are entering the market, as well as their impact on consumers.
After the successful passage of related legislation at the end of the 2013 legislative session, Chairman Dickinson decided to explore whether additional gaps or modernization of state payments law is necessary to protect consumers while still allowing novel technologies to be developed and used in the California market. With that in mind, John Muller spoke to the Committee about the evolving consumer payments market, how PayPal has itself changed in response to these behavioral changes by consumers and what we are doing to address the needs of our small and large merchants and consumers that use PayPal. With new payments technologies being developed at a record pace these days, PayPal is trying to ensure that it can continue to delight customers while also maintaining open channels of communication with our legislative and regulatory counterparts.
